TopView Window Alarm and Notification Engine

Each running TopView Window is the Alarm and Notification Engine for a single configuration file. The TopView Window can run interactively or as a Windows Service. The TopView Window provides two views of the monitored data (Current Values and Current Alarms) as well as Alarm History and the ability to add alarm comments/annotations.
